On June 25, 2025, the Ho Chi Minh City People’s Committee officially announced its revised master urban plan through 2040, with a vision toward 2060, marking a pivotal moment in the city’s transformation into a world-class urban hub. A Global Vision for a Future Metropolis.

According to Vice Chairman Bui Xuan Cuong, the newly approved plan envisions Ho Chi Minh City as a modern, civilized, compassionate global city, aligned with international metropolitan standards. The city is set to become a leading economic, financial, and service center in Asia, acting as a growth engine for the Southeast region and the entire country.
A Tri-City Synergy
Chairman Nguyen Van Duoc affirmed that the future HCMC will integrate Ho Chi Minh City, Binh Duong, and Ba Ria – Vung Tau, forming a mega-urban region focused on finance, high technology, and the marine economy. This synergy will drive the ambition to place HCMC among the Top 100 most livable cities worldwide.

A standout policy: residents and businesses will only need to register, not apply for construction permits, once the detailed zoning plans are implemented—streamlining procedures and reducing administrative burdens.
The city promises to create the most favorable environment for investors. “The challenges and successes of businesses are also those of Ho Chi Minh City,” emphasized Chairman Nguyen Van Duoc.
Representatives of GS E&C Group (South Korea), along with 03 domestic and international corporations including Vingroup, Sun Group, and Keppel Land have pledged to continue supporting Ho Chi Minh City in developing urban infrastructure and internationally standardized construction projects, contributing to the city's goal of becoming one of the world's top 100 most livable cities.
